To add cooling to an existing bldg is oversimplifying. This requires a new mech room, new rate shafts, large electric service upgrades, utility enhancement etc. A lot easier said than done

These schools were built many many many moons ago where cooling was not bldg code requirement. Adding cooling now to older bldg will require a huge electrical infrastructure overall. Also newer schools do have cooling

Bldg codes are adopting stringent environmental effeciences so he doesn't have a choice. He can cut funding to some aspect but most projects are public Private partnership anyways & bldg codes always apply
