Part of me thinks it's a desperate call for help - that he wants to be removed from office so he can get out of the responsibilities of being president and go back to being a decorator and media critic, which is all he really wants.
I remember reading it as a teenager interested in computers and not quite following the whole thing, then rereading it after many years in the tech industry and realizing how well it captured the dynamics of an IT team.
