I suspect the logic is that the lack of bike lanes discourages people from riding bikes on this section of the street. Adding "unsafe" bike lanes would encourage riders and, in turn, increase risk. Akin to arguing that bike helmets increase risk by encouraging riders' sense of safety.

I think the common factor may be more a cultural shift to reality tv rather than traditional narrative. The entertainment value of the fray of betrayals and outrages has replaced the larger affinity for storytelling.
