Maybe John K Samson, formerly of the Weakerthans. Musically, they're not super novel or exciting but his lyrics tell very particular stories well and evoke more universal feelings in doing so.
There's a lot of rappers, definitely that fit the bill here, but that almost feels like cheating. I'll go with Blake Schwarzenbach of Jawbreaker and Jets to Brazil. Yeah he can be a little earnest for some people's liking but something about how he crafts an image (esp in JTB) I find compelling.
