Disobeying a law enforcement officer IS a crime. Using your vehicle to impede law enforcement operations IS a crime. And driving your 4-ton SUV into a LE officer is most certainly a crime.

This video has better audio and shows the sequence of events. The officer both fired his weapon and tried to dodge the car but got hit anyway. This isn't supposed to be a "fair fight". It's not supposed to be any fight. We're supposed to obey law enforcement. When you don't, it becomes physical.
