To a degree that's a sliding scale. If all other "incidents" are running out of coffee or a server harddrive getting full, maybe it would. If there is an outbreak on the other hand, no one will even notice.
When I was assigned to the council 10+years ago I used to pick a random report each day. Less to harp on individuals but to get a feeling about what all was going on. In general though: Probably not unless they have a very sprecific reason. Like a way out of line expenses or a severe incident.
