Some interesting things:
1) Great way to bypass JTIQ charges!
2) Could immediately create a large market for selling existing interconnection service.

It's amazing how a proposal that "only benefits IPPs" was universally opposed by them. This will cause huge shifts in the market away from competitive generation supply and towards vertically integrated supply. I wrote testimony in the docket that tried to quantify these costs which was ignored...
