Maybe we can run this like an ICPC competition. Reviewers get locked-down computers with access to ACM DL, IEEExplore and the USENIX and other libraries, heck let them run queries through a proxy that logs all queries.

My thought would be in video games. Map layouts that are static but not rendered all at once could be stored in such a file and read as player moves to reduce load times. An engine programmer might be able to shed more light on this thought (if it's plausible).
