No, it is not sophisticated. But, if you let a set of different professors let do the job for each new commission and there is no guidance or support of experience how to arrange the process, you loose a lot of efficiency.

This would probably require more overhead costs for HR that guide through the process which runs counter the self-administrative structure of universities where a lot of autonomy is still on departments. Everyone probably would like to have more resources to hire new faculty instead of HR support.

Likely not a scam. Received some of those as well. It is most likely for a pharma company that aims to investigate market access and they typically start from scratch and having seemingly basic questions about the health care system or a particular domain.

I have a joke about health care costs but I am afraid they are rising so high that you will not be able to reach it.
