Should be refundable. You can’t download content for a game you don’t have and you have 2 weeks to do it. You need to chat with them and really hammer that you meant to buy the game but clicked the wrong thing

Did you reach out to playstation support/customer service? They should be able to see you don’t own the game and refund you because the DLC is useless. They could also possibly just swap the game and the DLC and charge you the $1 extra for the game
