The NAO’s findings show that two thirds of public bodies have no management information on how conflicts of interest are being managed, and that only one body could show it took steps to verify whether mitigation measures are being complied with.

The UK currently languishes at 28 out of 42 countries surveyed by the OECD for how they manage conflicts of interest, and meets just 36% of the OECD’s criteria for effective management – less than half of the OECD average at 76%.

With between £55-81 billion of taxpayers money lost to fraud and error last year, it is critical that the government takes urgent steps to ensure that weak conflicts of interest rules are not contributing to this waste.

Dr Susan Hawley, Executive Director of Spotlight on Corruption, said: 

“This is a scandal waiting to happen – the UK government must get its act together on conflicts of interest, and lay out a clear timeline for all government departments to develop central electronic registers. It also needs to be looking at much more ambitious measures, from publishing the register of interests of special advisors, senior civil servants, and Non-Executive Directors, to ensure much greater transparency about how conflicts are handled.”

Truly awful. This is the real cost of not supporting staff and poor culture, the main reasons people leave. There are multiple studies showing why retention is key, it's not all about pay and unconscionable when we have the means to solve.
