This world of bloodshed is the domain of the king of the underworld. A land of madness that drives fools into the abyss of despair. Jedah Dohma (Darkstalkers) rising from a pool of blood. Jedah's attacks in Darkstalkers primarily revolve around harming himself and attacking with blood, such as decapitating himself, or ripping parts of his wings off and throwing them like sawblades. One of his attacks is "Finale Rosso", an EX Move where Jedah drags his opponent into a pool of blood and attacks them with several hands of blood. This art is likely a reference to that move, though it could also be his home stage from Vampire Savior, the Fetus of God, similarly covered in red viscera… a little hard to tell but it's quite bloody either way.
