Def looks like bear to me. While wahweap creek is pretty stark, there's any number of high mesas/plateaus in that area a bear could have wandered down from. Its been an incredibly dry winter and I wouldn't be surprised if they're ranging out further hunting for water

The parking lots at chiricahua are also small,and located in canyons and on ridgetops where expansion of parking is not really possible. If it becomes a park and visitation spikes, imo it would be on a fast track to timed entry reservations
