(6) Tot slot, koppel elke Europese bijdrage die — zelfs indirect — Amerikaanse belangen dient, systematisch aan duidelijke Amerikaanse toezeggingen voor blijvende steun aan Oekraïne, en dit steeds in nauwe afstemming met de Oekraïense regering.
(5) Iedere vorm van Europese maritieme actie moet gepaard gaan met een eensgezinde communicatie waarin het defensieve karakter centraal staat. Het doel is om de commerciële scheepvaart te vrijwaren. Niets meer, niets minder.
(4) Geen Europese maritieme operatie zonder duidelijke analyse van de beschikbare capaciteit voor de lange termijn. Dit is geen tijdelijk probleem. EU maritieme operatie Aspides opereert al te lang met te beperkte middelen om haar mandaat uit te voeren.
(3) Geen Europese maritieme operatie zonder Europese diplomatieke actie. Trump heeft een uitweg nodig. Gebruik banden met de Golfstaten en partners als Australië en Japan om Washington en Teheran naar de onderhandelingstafel te krijgen — en een staakt-het-vuren te realiseren.
(2) Zorg voor eenheid in het veroordelen van de illegaliteit van de Amerikaans-Israëlische aanvallen, zowel binnen de regering als in Europa. Deze zijn ontegensprekelijk in strijd met het internationaal recht. Dat kan hand-in-hand gaan met het veroordelen van het Iraanse regime.
(1) De-escalatie zou de eerste en voornaamste voorwaarde moeten zijn. In de huidige context is het risico op verdere escalatie te groot. Europese maritieme actie, zelfs mits een defensief karakter, zou te makkelijk beschouwd kunnen worden als steun aan VS.
Kalmte bewaren en voorwaarden tot eventuele deelname aan een maritieme operatie tot in detail doorspreken. Dat is wat het kernkabinet nu moet doen. Niet inderhaast beslissingen nemen of stoere uitspraken doen.
