This is a unique intersection for cyclists which include elephant foot markings. There are no traffic signal heads to cross from the southside across Hillside Avenue. In this case, it is appropriate to follow the pedestrian signal head indication, and cross when it is safe to do so.
The City of Victoria is currently working on revising the traffic signal operation to allow for the dedicated bike signal operation and vehicle right turn. We appreciate your patience while we test the new changes in our traffic signal shop. 2/2
Thanks for the question. Current legislation does not allow cyclists to proceed on a pedestrian signal indication. 1/2
Update: Signal shutdown at the intersection of Blanshard St. and Finlayson St.
