My point is that punishment is not the answer when you build in dependency. If some should not be driving, and that prevents them from working we have made anything better. We don't cut off water supplies even when people don't pay their bills and spray their hose at passers by.
I don't think horse dependency should lead to car dependency.
We don't have to register cars annually in the UK.
We do have to pay VED annually, but I'm guessing those that don't insure, don't bother with that either.

No I'm not. You are vastly underestimating your personal power consumption, so you can underestimate the area of solar panels needed to meet your, and by extension the population's, energy requirements.
Why? Do you not buy things? Domestic energy consumption is more than what comes out of your sockets.
You haven't. You have bought things that rely on the grid. We need solar at scale, rooftop doesn't provide that.
We grew up with coal fired power stations as part of the rural landscape. Solar ones will be far less intrusive.
