There are a couple of WordPress plugins that might help. I've not used them so I can't guarantee anything. But look at "Download Attachments" and "WP Download Manager."

What you can do is add the download attribute to the link in HTML.

This:

You can't completely control this. Some people's browsers are going to open the PDF in the browser regardless of what you do with the site.
