Obviously Hollywood is massively different now but it feels like there is space for studios that make movies quickly and cheaply, workman directors and screenwriters collaborating, 20 day shoots and stuff. Hire some desperate young actors. I guess no theater going audience kinda renders it all moot

I wouldn't make a specific movie instead I would mandate and fund the creation of about 10 studios that specialize in low budget but high quality 70-90 minute movies made quickly to discover and foster our contemporary Budd Boettichers and Jacques Tourneurs, if such directors still exist
