Immigration officers assert sweeping power to enter homes without a judge's warrant, memo says An Immigration and Customs Enforcement memo obtained by The Associated Press reveals that the agency allows immigration officers to forcibly enter homes to make arrests without a judicial warrant.

An administrative "warrant" issued by ICE -- which acts as the police and prosecutor in the deportation system -- is very different from the judicial warrant that the 4A requires for forcible entry into homes.

ICE's failure in this respect can make it difficult or impossible for detained people with limited English proficiency to contact lawyers and prevent them from doing things as basic as understanding notices from the government and filing critical documents in their own cases. (2/2)
