In terms of how close the petition is to being adopted, these two statements are functionally identical.

You are in effect asking us to include information that would only further confuse the issue, and would not have made the timeline of implementation any clearer.
That could be anywhere from several years to a few days. That would not be useful information if it is that broad.
You are acting as if we had some idea as to the speed of this when that was never the case.
Again, we have no timeline for the speed of implementation. Anyone is saying they know how fast this could is lying. We have no idea.
You are looking for some detail which would make this less likely to be enacted. If there was a bureaucratic function capable of filling that role, I would have mentioned that. I found nothing of the sort.
Therefore, I deemed that it was not relevant to the story.
Because the petition may or may not be adopted. If the FDA decides to do the hearing, that means they have decided to adopt the proposals. The hearing is in no way a meaningful roadblock to the implementation of the supported policies.

The hearing would not change the outcome of whatever happens anymore than the HHS report on trans youth healthcare did. Any hearings would be run and overseen by republicans. They want to see us suffer. The outcome would be predetermined.
