Yes that’s what I mean by him being identified. Maybe we can infer what Utd would have done from their initial intention of reintegrating Greenwood after the charges were dropped.
The precedent was already set. Man Utd suspended Greenwood before he was charged. Different circumstances because Greenwood was identified straight away, which forced Utd’s hand. But that option must have been available to Arsenal.
