President Trump said in a social media post on Tuesday morning that he would impose an additional 25 percent tariff on steel and aluminum coming from Canada, doubling the levies he planned to put in place on Wednesday. Mr. Trump said he was responding to surcharges being imposed by Ontario on electricity supplied to some U.S. states. He reiterated his notion that Canada should become part of the United States, saying it would make tariffs go away and make Canada more secure. He framed such an outcome as inevitable: “The artificial line of separation drawn many years ago will finally disappear,” he wrote.

Market uncertainty: Investors were struggling to understand Mr. Trump’s trade policies as he announced the heavier tariffs, which he described as a response to surcharges on electricity generated in Canada and used by U.S. customers. The S&P 500 was down again a day after Wall Street turned in its worst performance of 2025, spooked by Mr. Trump’s refusal to rule out the possibility his policies could trigger a recession.

On those calls, President Trump laid out a long list of grievances he had with the trade relationship between the two countries, including Canada’s protected dairy sector, the difficulty American banks face in doing business in Canada and Canadian consumption taxes that Mr. Trump deems unfair because they make American goods more expensive. He also brought up something much more fundamental. He told Mr. Trudeau that he did not believe that the treaty that demarcates the border between the two countries was valid and that he wants to revise the boundary. He offered no further explanation. The border treaty Mr. Trump referred to was established in 1908 and finalized the international boundary between Canada, then a British dominion, and the United States.
