Yeah, 20 years ago, the Canadian government was annoyed at the number of second-gen Canadian citizens living in other countries such as Lebanon & asking for support, so they tried to get rid of second-gen citizenship. It was bad.
A large number of white Americans coming to Canada might be the end result, but the changes were not made specifically to allow for the American diaspora, because, outside draft dodgers, Canadian-Americans have not historically been super interested in claiming their citizenship rights.
Yeah, the changes to the citizenship to descent wasn't to allow for more white people to come to Canada.
It was because the previous law limiting second gen citizenship was passed for racist reasons: the Harper government was irritated at the number of Canadian citizens living in Lebanon.
