"Better balance"? What about the existing system that continues to allow building on flood plains via FRA sequential and exception tests? The balance here is in favour of developers who know how to work the planning system. And what about the wider public interest in preventing floods?

A shameful episode. The UK would have sent a plane or two to back up the US, but Labour opposed, and that was enough to put Cameron, and hence Obama off. I remember arguing the point with fellow Labourites, but virtue-signalling won, and Assad used chemical weapons against his own people.
