Imo, this isn't "symbolic" but gradual, one foot in at a time. In 2022, France proposed an outer EU-aligned structure to invite Ukraine into, which was symbolic and signaled Europe didn't see Ukr as EU member material. The needle has moved and this offer recognizes Ukr will eventually be a member.
