This is a fantasy, made up out of thin air. I work in the court system with about a zillion elected Democrats and I have never once heard any of them say “the justice involved population.” At most, I’ve heard “incarcerated people.” In fact, the only one I’ve heard say it is Andy Beshear, just now.
