For particulate matter, a furnace filter sized appropriately to the window-hole will cut air circulation a bit but does allow air exchange without the dust concern.

Last night, my zoning committee heard a variance application from an apartment developer who said they were including real exhaust fans in their kitchens, and offset studs with double-thickness sheetrock on shared walls.
Those are the sorts of QoL improvements that make apartment living better.

Those should be banned in new construction and refits. Only real exhaust fans should be permitted.

- The Census Bureau, and frankly the entire statistical-collection and regulatory apparatus, should be moved out of the executive branch to become an arm of the legislative branch. This is to spite those people who say that bureaucracy is unconstitutional because the executive can't legislate.
- More things should be referendums. Build the infrastructure to hold quarterly elections, then monthly, then fortnightly, then weekly, then daily. Make it so the government can run live opinion polls.
During the repeal process, states should hold referenda for which UTC offset(s) they end up in. Force Ohioans themselves to pick whether they're going to share a time zone with DC or Chicago.
