I'm going to go further in that the GOP has been gerrymandering since the 2000s. To put it even further, the white power structure since the 1970s. Texas has never passed a fair congressional map since the passage of the Voting Rights Act of 1965.

There's a very easy way to end all of this gerrymandering: Congress can pass a law outlawing it. And Democrats have repeatedly proposed exactly that. Republicans have uniformly rejected these proposals every single time.
Here's the definitive answer to the debate over "who started it": Republicans.
Before Trump pushed TX to gerrymander last year, the GOP had drawn 42% of all districts, versus just 14% for Dems (the rest were by neutral parties).
