Like even if this all ends without an escalation from the present level of bloodshed Trump and his administration should be held accountable for the threat alone. Making this threat, on its own, is a crime against humanity.

Yep. They wouldn't all get a verdict and a sentence, probably, but maybe it'd force them to stop and consider what they might have done (or not) that contributed to this situation.
Hell, anyone who's voted with them on spending and confirmations is complicit at this point as they're not saying or doing anything to stop it. Cut them all out too, and then everything 2-3 cm around them to get the margins of the cancer they are and make them face judges in intl courts.
