Palestine has signed the Rome Statute and ratified the treaty, giving the ICC jurisdiction for crimes committed in Palestine.

Some say that gives ICC jurisdiction (probably incorrect), however it's a simple matter of Iran ratifying the treaty to provide the ICC jurisdiction.
