Nah, Zygarde barely had any focus in Alola, being only a minor sidequest as a result of Pokemon Z being cancelled. Zygarde should have had its own game as a mascot in Gen 6 but never got one. But Z-A finally fixed that.

Eternatus, the progenitor or the Dynamax phenomenon, yet never having its own game or even at least its own DLC, is the perfect candidate for a Legends mascot

As much as I wanna see those, I don't think that would happen in a Legends game, since the Legends series' primary purpose is giving the spotlight to important Pokemon from previous games who were supposed to get it sooner (Arceus, Zygarde, Floette). Eternatus absolutely meets that criteria
