With the news that the NIH IDC rate has been slashed to 15%, Maryland is going to suffer profoundly. Over 23,000 jobs supported by NIH funding, research will be stalled. What now?

Notice that those three mentioned are powerhouses for research - they have an immense amount of lab space so their rate is higher. Note that these rates are a contractually negotiated rate between university and the federal government.

IDC rates vary by institution. Some of the highest are over 60% - think JHU, Harvard, Yale. The rates are determined by a space audit done every few years to determine what sort of lab space there is on campus as well as all associated overhead costs for those labs.

When I was a Hill staffer in 2009, a Dem trifecta was trying to pass universal healthcare. In response, Senate GOP released a memo detailing all of the tactics they in the minority could use to delay the effort as much as possible. I'm recirculating that 2009 GOP memo here.
