Every game I've made has had a "Gameplay" toggle in the settings menu, which is always set to "Off" and can't be turned on.
You can get pretty far with assets from opengameart.org and various free/paid assets on itch.io! I'm decent at 2D but I can't do 3D modeling at all so I've been mixing and matching parts from various assets I've found online.

There's Input.is_action_pressed as a method you can call that anywhere, and then the _input and _unhandled_input methods that any Node can inherit, which can centralize all your input-specific stuff, so I think that kind of works how you're thinking.
Not sure if this is what you mean, but if you define Actions in the project settings then you should be able to refer to them by name in code; Actions can be (re)mapped to any number of inputs without needing to change the code, since you're referring to the action name, not the specific key/button.

Agreed. Making a C# and GDscript project is a nightmare (or was when I tried it a year ago, at least), but using just GDscript means you're locked out of Peak Performance and just using C# means you're missing out on so many of the Godot-specific conveniences built into GDscript (like @onready).
