It's actually pretty strong for PVE. It one shots fireballs before they open up and it one shots the rotors of wasps and hornets. It's also very ammo-efficient for fighting minibosses and more advanced Arc. Its biggest weakness is that you need to be locked in to PVP with it.
I think so, the matchmaking is pretty good for jumping in late.
Honestly if you just do the quests and ask people for advice in game you'll be fine, especially if you're a pacifist in your earlier levels cause you'll get matched with lots of helpful people.
