Although Dems cannot effectively defund ICE, the other agencies involved have been either knee-capped to be virtually ineffective (FEMA) or used in negative ways (Coast Guard) by this regime. So a symbolic NO vote (and/or adding restrictions to the bill) is still the way to go.
