No, not at all I live in Oregon the state with the highest drug addiction by far so I’ve seen and know people who have experienced drug addiction I know about withdrawals and all the struggles but it’s still possible and it’s a choice people make to continue to use instead of rehab

It’s possible to quit a drug addiction and never did I say shelters are permanent housing

America has significant drug problem that is closely linked to homelessness. Also that graph in fails to give any meaningful information. The percentage of people using a specific drug is not relevant at all. A graph that would give % of users of those substances who die would be.

Shelters require sobriety for everyone’s safety and health not because they want it to be harder to receive help. If someone truly wanted food and shelter they would quit drugs. Also most jobs do drug tests, so being sober would significantly increase the odds of securing stable employment.
