Your overall point is absolutely correct, just wanted to argue in favor of a direct Sacramento/davis rail link because in the spirit of what you said I think it's justified
I'm less concvinced on the expansion plans or connecting in Dixon/woodland, and I'm not sure the value of a Roseville expansion as that direction is far more traditional an urban sprawl.
Also a two seat ride to the Sacramento airport would be good if the timings could be aligned. The 42/42a connections are not great. Davis itself is pretty easy to go car free because it has great bike infrastructure/culture/topography and weather, but accessing Sacramento often means you need acar
I know this isn't the total point, but a rail line from Davis (this diagram would hit the downtown core , performing arts center, and UCDavis, west sac (sutter health park) , and into the existing sac transit network, cultural centers, and to the fairgrounds and Arden.
