I 100% agree that is a penalty. I also think the rules are written poorly. Offenses shouldn't be rewarded for underthrowing balls and a receiver turning back and going toward the defender.

I've seen several plays in which Daniels or Mariota should have kept the ball but didn't. Both basic zone read and split zone.
