while they acknowledge the council as an authority and will occasionally send information provided by (+with approval from) patients, they do not consider it *their* authority - rather a separate country/state that they have a diplomatic relationship with, & the council (reluctantly) respects this
specifically, they will take on anyone who requests their services, no matter who they are or what they've done and treat them like any other patient; as well as this their territory is completely neutral & nobody may invade it to capture or arrest an individual or demand records be released

We report about a dank night in city lights: there is a sheen to the sky, pearlescent and vaguely eerie in the past-midnight brightness. Impossible to tell the hour, if not for the stillness of the world. We stumble, spooking a cat into hissing and crab-walking down the street.

duster turns to kumatora and says "Kumatora, that's not fair." kumatora counters "I don't care. I want to hear it from Lucas. He's the smartest one here and you know it." Lucas, with his legs slung over a sleeping boney, is letting a caterpillar crawl onto his finger as he responds "I guess...."

Lucas continues, observing the caterpillar closely. kumatora, still discouraged, holds her face in her hands and says "That's a pretty flimsy hope." Lucas looks off into the distance and responds "Yeah, I guess so." around him, two butterflies flutter by.

this is actually mura's only legitimate citizenship, as bea's child, though it's under an alt identity ('miriam') - they have plenty of fake IDs, since almost no human country or witchfolk council-allied sects recognise ALT citizenship, but given what mura is there's no way they can get another
there are of course non-robot members of the ALT, but they've generally got citizenship through their own people; robots can't though since they're not recognised as an independent sentient species yet... however, they do occasionally adopt or take in wards, and *they* can be granted ALT citizenship
today's daily OC fun fact: membership of the ALT, a robot liberation/rights group, is recognised as citizenship by some places; namely a few of the larger independent witchfolk sects as well as the government of the floating citadel known as [???] - this doesn't just apply to robots, either
