The Executive Order renaming the Dept of Defense is going to allow the use of “Dept of War” as a “secondary title” that officials can use on their stationery, business cards, etc. — very butch! Perhaps a similar compromise for the Gulf of America? Anything else we need secondary titles for?
At long last, have you no sense of decency? Well, how about irony? Being accused of a false statement on one financial document makes someone ineligible for serving on the Fed, but being convicted of 34 felony counts of false statements is just fine for a President?

NIH doesn’t just give money to Harvard or Johns Hopkins because they like Harvard or approve of their fight song or think they tend to have the right political views. It’s a year-by-year conditional award to do specified research deemed to be in the national interest.
Grants are made with individuals named as Principal Investigators. Universities or med schools or other research institutions are the official recipients, but they guarantee that the PI who won the grant will do or supervise the work.
FWIW - NIH grants are made after a very competitive process to the top-scoring applications in scientific fields in which the NIH has previously published a request for more research.
