按当前美国的民情来看，川普已经被“弹劾”了。
但按法理程序来说，仍要等到11月的中期选举以后，“补上”程序上的缺失才合法。
其实这是民主制度的一个很大的“缺陷”。美国民主的核心原则是：两院议员是国民的授权参政代表，政府是国民让渡权力而代为行使治理管制的代理人。
当国民在现实中表达出普遍否决了某一个元首/官员/机构时，且事实上超过了半数，那么弹劾就已经成立。
而不必等到程序上的完美，特别是川普这样对美国、对世界，每一天每一分钟都在造成巨大破坏的情况下。
换句话说，如果两院中的270多名共和党议员决心为川普殉葬，誓死效忠川普。那么他们实际上已失去了“国民授权”的有效性和合法性，代表资格已被褫夺。
