On the right is the notorious La Santé prison, & the street corner Tanguy depicts was the site 1909-1939 of public executions by guillotine (including of anarchists etc). Tanguy suggests that amid suburban Parisian cyclists, publicité, and shops, lurks the violence of the state against its citizens.
