As an Edmontonian who has lived in Ottawa for 25 years, I can tell you the disparity in the quality of civic infrastructure is enormous.
Folks in #yeg love to complain, but stuff gets done there...usually done right.
#ottcity without the NCC is simply #autowah: NoTrain, potholes & broken sidewalks.

The beautiful (federally funded) War Museum, 1 of only 3 buildings in Ottawa to receive a GG Award in architecture, with broken, sidewalks and acres of road/pavement, crying out for municipal trees.

(Not a single muni building has ever won a GG award vs Edmonton which won 9, ½ in last decade)
