The challenge is directed at ALL states:
- Signatory states > complete ratification without delay
- Non-signatory states > take immediate steps to accede
- States Parties > step up outreach and bring at least one new state on board ahead of Vientiane this September
Today in Geneva, CMC launched a Universalization Challenge at the opening of the 1st Preparatory Meeting for the 3rd Review Conference of the Convention on Cluster Munitions.
With cluster munition use ongoing, the pressure to strengthen and grow the Convention has never been greater.
The Cluster Munition Coalition calls on Iran, Israel and the US to join the Convention on Cluster Munitions and protect their citizens from the very weapons they refuse to prohibit.
Neither Iran, Israel, nor the United States has joined the Convention on Cluster Munitions. Nonetheless, indiscriminate attacks remain prohibited under international humanitarian law.
The deaths of these civilians are a direct consequence of the failure to ban these weapons universally.
Verified incidents include:
* March 9: 2 construction workers killed in Yehud; simultaneous impacts across the Tel Aviv metro area
* March 18: An elderly couple killed in Ramat Gan; impacts across Bnei Brak, Petah Tikva & beyond
Human Rights Watch has confirmed the Iranian government has repeatedly used cluster munitions in ballistic missile attacks against Israel since February 28 killing at least 4 civilians.

We agree, General. Cluster munitions are inherently indiscriminate, which is why 112 countries have banned them under the Convention on Cluster Munitions.
The US has not joined. Neither have Iran or Israel.
We urge all three governments to act on these words and join the ban.
We've seen these allegations surface in the context of Iran's reported attacks on Israel. The CMC is monitoring the situation closely, but we have not yet been able to independently confirm the use of cluster munitions due to limited open-source evidence. We will continue to investigate.
Both Iran and Israel have used cluster munitions in the past, and neither has joined the Convention.

At the same time, use has been documented and continues in Ukraine and Myanmar. In 2025, Lithuania became the first state ever to withdraw from the Convention.
Nineteen years on, the Oslo Process stands as proof of what political will can achieve.

Victim assistance saw targeted improvements in 2024, but funding cuts and structural gaps still limit access to medical care, rehabilitation and economic inclusion, particularly in Afghanistan and Lebanon.
Today, progress remains strong:
– 111 States Parties and 12 signatories
– 42 States Parties have destroyed 100% of their declared stockpiles
– 1.49 million cluster munitions and 179 million submunitions eliminated
– Clearance continues in affected countries
19 years ago, the Oslo Process was launched, leading to the Convention on Cluster Munitions.

CMC is deeply concerned following reports from Ukrainian, Greek, and defence media indicating that #Greece is preparing an arms transfer to #Ukraine, reportedly including cluster munitions, pending approval by its National Security Council (KYSEA).

At the First Committee, we urge delegations to:
➡️ Condemn all use of #landmines and #ClusterMunitions, under any circumstances;
➡️ Denounce withdrawals from the treaties;
➡️ Urging all states to join and stop withdrawal plans;
➡️ Vote in favour of the resolutions promoting these life-saving treaties.

In a meeting with UN High Representative Izumi Nakamitsu, Tamar Gabelnick, urged stronger leadership on state withdrawals, and reinforced the call that suspension from the treaties is not permitted.
