My understanding (and I don't have a reference either) is that the 20/200$ subs are subsidized to varying extent depending on usage, but the api calls are profitable (where you can do a lot more usage).

I am waiting patiently for when carriers around the world start copying Finland. There it's all unlimited, but you pay for different max speeds. Just like broadband. I'd easily go for just 100mbit on my phone instead of paying for 500 or something.
