Mail volumes have crashed everywhere, largely due to digitalisation. Obviously cost is an issue, but it's not about the price of a stamp: emails are 'free', instant, often more secure. The postal services that do ok are those switching to a good parcel delivery model.

To be fair, 'fewer people are using the postal service' is worldwide and it's not because of price and service. It's because of email and apps. And it's not 'ordinary people', it's businesses and institutions that make a huge difference. So yes, postal services everywhere need to adapt to survive.
