"504 addressed basic needs that disabled people were fighting for: access to education and employment. In short, 504 extended civil rights to people with disabilities. Issues arose because the regulations for the section had yet to be published. Despite federal law stating that "reasonable accommodations" needed to be made for disabled people, there was no way to check or enforce that."
