The trouble for me is parsing between those two states, reading the tea leaves for the serious thinkers with the care and capacity to care for these matters. (This is a meta reason for wider concerns about how our institutions shape the capacity of our lawmakers and their time for things.)

Yes - but how can you tell from the outside? Perhaps some elements of this will be covered (though I doubt it from the vast majority of parties), but it seems there is a high likelihood this is not covered either because its unlikely to win votes or (worse) because its not an area being thought of.

Part of why I asked is that your note suggests a way of thinking that you'd be looking for which, in the context of campaign promises that are unlikely to get into the minutiae, may be difficult to find the signs for.
