It's not regressive... Its just not progressive and that's because it's a service charge not a tax
The marginal extra paid as a result of the threshold freezing it's the save extra amount for everyone.
The whole system is not meant to a progressive tax... Its a service for student finance and people pay the same 9%for it
The figures are misleading and unrealistic, chosen to give the answer they want for the article.
Tthreshold freeze = everyone pays the same amount extra, apart from very highest earners who earn enough to pay off their loans. Most burden falls on govt, more so for low earners than high earners.
No they don't... the lowest paid pay the same %tax (for their repayments) for the same length of time... the government picks up the tab for the larger balance remaining at the end of the term.
