Given 12bn! That’s a laugh. I think you’re the one talking down Scotland with that kind of language. Balancing a budget in an environment where everyone is opposing you is an almighty achievement. Maybe you should try it sometime rather than just criticising them.
The point is that the Scottish government can only work within the parameters dictated to them by WM and they balance the budget every year. They also have taken the political decision to look after the population within those parameters rather than just the wealthy donors which is how WM operates
You can dispute the figures all you like but the CBI still described Scotland’s natural resources as the UK’s golden ticket to growth
By 2030 energy generation in Scotland will generate 2 trillion pounds for the uk economy so perhaps the uk government could dip into that that if you want to play that game.
Scotland legally has to balance the budget that is deemed appropriate by the uk government and Barnet Consequentals so there is no shortfall
